Edmund tried to conquer the north of England. At home his civil administration appears to have been marked by efforts to enforce order. His secular laws refer to his efforts to prevent robberies and contain provisions rendering a person guilty of murder responsible for his own act rather than holding his whole family responsible, as clan-law had it. Edmund was slain in battle by a certain Liofa, who was himself slain by the King's men. After Edmund's death he hallowed as a saint and miracles were worked at his tomb.
